Following his degree Howard Shimmin worked initially as research assistant then trained as a counsellor and began working in the Probation Service in residential services and psychological group-working. He subsequently qualified as a probation officer working in courts with individual offenders, running substance misuse and offending groups and working in the family courts in mediation services. Howard returned to manage a variety of specialist residential based services for people with mental disorders in the community including court diversion and assertive outreach. He then developed and managed a specialised forensic personality disorder service within high secure mental health settings, providing consultancy and training to newly developed services across the UK as part of this role.

From 1996 Howard Shimmin was part of the team that developed the national competencies and the curricula for a range of Personality Disorder courses, he was a member of the Anglo/Dutch groups looking at Personality Disorder Service provision and the national oversight groups looking at staffing in Personality Disorder Services across the UK.
