The on-line self-service facility allows you to generate your own Council Tax Student Certificate. You can then print this as proof of study for your Local Council or landlord. This service is available via MyUCLan. Please be aware that you must use a colour printer when printing your Council Tax Student Certificate.
If you are using this service off-campus you MUST open MyUCLan through Remote Access in order to generate and print your Council Tax Student Certificate. Please be aware that you must use a colour printer when printing your Council Tax Student Certificate.
To use the self service facility you should:
- be a full-time undergraduate student
- have started on or after September 2011
- be attending a course with standard course dates (September to May)
- have not had a break in your studies.
If you do not meet the criteria or are unable to access the service, you may still be eligible and a request can be submitted for a Council Tax Student Certificate via our request form below.

Please complete the following form if you are based at:
- The Preston Main Campus
- The UCLan Burnley Campus (not Burnley College)
- The Westlakes Campus
If you are a student studying at a partner college you should NOT fill in this form. Instead, you should contact your college administration office to request the Council Tax Student Certificate.
PLEASE NOTE: You must have enrolled on your course and your course must have started before you apply for a Council Tax Student Certificate.
IF YOU LIVE IN AN AREA COVERED BY ANY OF THE FOLLOWING COUNCILS, YOU MAY NOT NEED A COUNCIL TAX STUDENT CERTIFICATE:
- Burnley Borough Council
- Preston City Council
- Ribble Valley Borough Council
- South Ribble Borough Council
If you live within one of the above areas you simply need to ensure you have provided UCLan with your correct term time address and then contact your local council. Your name is then checked on an electronic database sent by the University. Provided you have enrolled on a full-time course at UCLan your details will be included on this electronic database.

Disclaimer 1 - Exemption Certificates usually take 3-5 working days to process. At busy times, Exemption Certificates can take up to 10-15 working days to process.

Completion of this form allows for any personal data provided to be used to generate your requested letter by the University of Central Lancashire. Letters will only be shared with those individuals making the request. Any information detailed will be kept until your letter has been created and any letters produced will be held securely for six academic years after leaving the University- unless notified otherwise by the individual making the request.
