Bill is a former senior police officer with Lancashire Constabulary. Immediately prior to joining the University, Bill was seconded to Her Majesty’s Inspectorate of Constabulary as the Chief of Staff to an HMI with responsibility for the police forces in the northern region of England.

Bill served as a police officer with Lancashire Constabulary from 1986 until 2016. He was promoted to Chief Superintendent Head of Specialist Uniform Policing for the Constabulary with responsibility for Public Order, Firearms, Mounted, Dogs, Resilience and other associated operational functions. Bill also had responsibility for organisational planning and the response of the Constabulary to reduced financial budgets and its impact on frontline policing.

In 2015, Bill was seconded to Her Majesty’s Inspectorate of Constabulary as Chief of Staff to one of Her Majesty’s Inspectors of Constabulary with responsibility for 13 police forces in the northern region of England. Part of his role was to oversee the formal Police Efficiency, Effectiveness and Legitimacy Inspections of police forces (PEEL) in the region.

Bill joined the University in September 2016.
